Whimsical handmade Americana Folk art signed Miss Liberty 1984

A really whimsical and wonderful wooden and metal sculpture or whirligig that is titled on the base "Miss Liberty, 1984" It is monogrammed which looks to me lie a CR. It is dated also on the outside arm in roman numerals July IV MDCCCLXXXIV. I don't know who the artist is, but this is a great piece of Americana Folk art. It has fish on the base as well as two flowers. There are three missing flowers on the base. The hair is bright orange metal. It brings a smile to your face.
